My husband rarely empties our hot tub due to the fact he feels that as long as he adds the proper chemicals there is no need to drain it and refill it with clean water.

I own a small swimming pool company based out of Wilmington, NC. There are a few indicators that signal the need for a spa drain.
If you are properly maintaining the chemistry in your spa but the jets cause foam to build up, a partial drain is necessary. (Tip: De-foam chemicals will only temporarily fix your problem, fresh water is always better).
If your water is cloudy and you can determine where the chemistry issue lies, draining is not always necessary.
My advice is to drain your spa 12″ every week if you use the spa regularly. Otherwise, 12″ every couple weeks is fine. This eliminates the need to drain your spa completely.
If you follow the next steps that I lay out for you, its possible to keep your spa water for up to three months without draining it at all.
1. The first and most important step (show before using)!
2. Properly maintain your chemistry (chlorine/bromine, pH, alkalinity).
3. Make sure your tub circulates enough.
4. Clean your filters once a month.
5. Do not eat or drink in your spa.
